With a view to suggesting ways in which we might arrive at a more socially acceptable waste management facility siting process, this paper considers the effectiveness of a more innovative approach to risk communication for a planned municipal waste-to-energy incinerator in Portsmouth, Hampshire, UK. The risk communication programme involved a contact group process designed to enable key members of the local community to participate in structured and informed discussions about the proposal before it was submitted as a planning application to the competent authority.
