Improving the Manpower Redistribution Mechanism

The development of the socialist economy in the 1980s is characterized by the further improvement of the forms and methods of managing society's labor resources. The lowering of the natural increase in population in 1960-80, the decline of the increase in the number of labor resources, and their virtually complete involvement in the social economy by the end of the 1970s pose a number of new, serious problems in the area of supplying the national economy with manpower and in balancing workplaces with labor resources.
