Development of National Economic Planning and the Automated System of Planning Calculations

Planning is one of the principal advantages of the socialist economic system and the basic lever of economic management under socialism. In our country planning has traversed a long and glorious path and in all stages has been the most important form of realization of the party's economic policy. The elaboration of quarterly and annual plans for the production and distribution of the most important types of products already in the first years of Soviet power, the creation of the first comprehensive long-range plan (the GOELRO Plan), and the transition to the systematic compilation of five-year plans for the development of the national economy are all sequential stages on the road to the formation and development of the planned management of the economy. Thus in practice our party's first program embodied the principle that socialism means the "planned organization of the social production process in order to ensure the well-being and all-round development of all members of societyâ¦."
