Large sections of the second story wall are missing, and a portion of the façade has collapsed at right, bringing the roof down with it. A large pile of rubble and debris surrounds the large building. A young man in a sailor's uniform is standing on the lawn in front of the building at left. There are several small pine trees and bushes scattered around the City Hall
