[[abstract]]The MIL-STD-1916 sampling plan aims to request the supplier to establish a quality system and continually improve the implementation of process control. Though, in the process of sampling, MIL-STD-1916 adopts a set of acceptability criteria to make the decision. The decision regarding to either accepting or rejecting the incoming batch, the sample variance might involve variation from the measurement system (also known as R&R variation), which may result in the rejection of good batch. Therefore, this paper proposes a preventive sampling plan that considers both quality loss and measurement system.
