[[abstract]]The aim of this study is to find out the reading problems of under-achieving students and the ways to improve their reading skills. Besides, it also aims to find out how would book reading and e-book reading fit to low grade students. To achieve the goal, this study will also combine the online testing system on “Changhua County Reading Web” with iBooks Author reading test from the Apple Company to establish the E-book and electronic reading tests.
