[[abstract]]The smart phone has become a popular handheld device. The Android operating system is an open source which can write functions according to the needs of users. In this thesis, we propose the Design of an Android-based real-time monitoring System. In our designed scheme, when Traffic accident in the road/highway, an eyewitness can use Android-based smart phone application to connect server (such as rescue center). Next, witnesses use the phone's camera to records the images of traffic accident in which synchronization with the screen of server. It not only lets the staff of the hospitals and police stations for immediate processing, but also can be saving images and become to digital evidences
