The First Interindustry Balance Sheet of Labor Input in the USSR's National Economy

The steadily increasing scale of socialist production and the all-round development and extension of economic relations among the various branches and areas of the country require constant improvements in the planned management of the national economy of the Soviet Union, as well as the best possible use of labor and material resources. The rational utilization of labor resources assumes, first and foremost, the establishment of such proportions in the distribution of manpower throughout the national economy as will yield optimum production results with a minimum input of labor. It is in this connection that the drafting of an ex-post interindustry labor-input balance sheet, which reflects the interindustry relations that have actually evolved in the process of production and consumption of the social product and which are expressed in labor inputs for a given year, assumes great scientific and practical importance.
