Reducing emissions of CO2 and other GHGs is one of the biggest environmental challenges facing the European Union as it strives for sustainable development. If that challenge is to be met, domestic energy consumption must be controlled: it currently accounts for 40% of the total, making it one of the biggest sources of emissions. EU Directives 93/76 and 2002/91 make it compulsory for energy rating systems to be set up to report on consumption in buildings. This paper looks at the various rating systems now up and running, with varying levels of success, in EU countries.
