This document was presented in the 7th Hemispheric Meeting of the Regional Policy Dialogue for the Natural Disasters Network celebrated on April 23rd and 24th, 2007. As Istanbul is a high-risk megacity, vulnerability for natural disasters such as earthquakes is very high. Risk mitigation is not only a technical issue but mostly a legal and socio-political issue and this presentation discusses lessons learned from the recent disaster of the 1999 Marmara earthquakes.
