This paper argues that the development of a 'local active labour market policy' can make a valuable contribution to reconnecting the long term unemployed to labour market opportunities. Such an approach is broadly consistent with the evolving EU and UK government policy agendas but, it is argued, the content and nature of local action needs to be informed by a sound understanding of the causes of long term unemployment and the lessons that can be learnt from studies of the effectiveness of previous active labour market policy interventions at national and local level.
