The environment is becoming a more important element in the public decision process. Governments, non-profit organizations, civil society and firms are involved in different projects in order to protect this public good. But what does a state do in order to correct the damages brought upon the environment? This paper aims, on one side, to underline state’s fiscal leverages in order to internalize costs related to pollution externalities, and on the other side to preset clean investments encouraging instruments.
