• Improvement in the influenza situation is so great that City Health Officer Carnes does not plan to implement an emergency ordinance that would give the Health Department the right to quarantine all cases. • Second death total happened yesterday. • First two cases in the army camps reported yesterday. Three soldiers are being quarantined and there are no expectations that the disease will spread further. The quarantines at Repair Depot and Love Field will continue. • No quarantine at Camp Dick yet. Soldiers “treated with preventative measures each day” and all arrivals are detained. Those in charge of the camp expect that these measures will keep disease at bay. • Carnes: “I am of the opinion that an emergency ordinance making the disease locally quarantinable is still unnecessary.”• Carnes urges all who have symptoms that resemble influenza to seek a physician’s care• Carnes advises that all utensils, plates, and cups used at restaurants and fountains can be carriers of disease if they are not washed properly. The Health Department is enforcing the sterilization procedures for dining establishments but full compliance has not yet been found. • Carnes states that influenza fever usually ends after 3 or 5 days.
