Regulations For Business Adopted Instead of Ban as Means of Freeing City of Malady

• Board of Health had executive session yesterday, and adopted regulations on industries in order to prevent further spread of the disease.• Health Officer William H. Peters recommended the regulations instead of a closing ban, and although some members of the board preferred the ban, the regulations were “approved unanimously.”• Health Officer William H. Peters has been giving “encouraging reports” and since businesses have been cooperating with the regulations, the board decided to only regulate (“it was said.”).• Many businesses had adopted new opening and closing hours last Monday, and set up staggered hours of operation voluntarily before the official rules were put into place.• Mayor Galvin supported these regulations, and “urged citizens generally to take an optimistic view of the situation and to refrain from hysteria.”• Mayor Galvin: “We should take a cheerful view of the situation and not get hysterical. There has been a lot of unwarranted hysteria, I am told by physicians, and I believe so myself. I feel sure that we can accomplish better results by encouraging the public to be cheerful and by putting in effect regulations than by criticizing and frightening people.”• New rules are aimed at lowering amount of crowding on streets and in street cars during rush hour.• The Cincinnati Traction Company is lengthening rush times, adding more cars to their lines, and following the recommendations of the Health Dept. to ventilate and disinfect street cars.• Health Officer William H. Peters and Superintendent of the GH Walter E. List recommended “liberal use of the anti-influenza serum.” The vaccine was shipped to Cincinnati from the Army Medical School, and should be used for inoculation of police and firemen.• Health Officer William H. Peters submitted a report where he interviewed 30 physicians and claimed that, “the situation is not so acute and shows slight signs of abatement.”• He added a statement from the head of the nursing service Miss Elizabeth Cooke, which echoed the report that there was improvement.• On the other hand, Safety Director Holmes reported that there was “no improvement in the situation at the General Hospital,” and favored the ban.• A member of the board made a motion to close the basements of stores, but this was not seconded.• Representatives for saloon keepers, managers of motion picture houses, and waiters protested these measures after being admitted to the Board of Health meeting, but by that time, most members of the Board had left.• Health Officer William H Peters stayed to read the regulations, and he was “interrupted several times” by the persons mentioned above.• Secretary of the Hamilton County Liquor League Henry Lucas and John Weinig, who represented the motion picture proprietors “were loud” as they protested the board’s refusal to give them a hearing before putting the regulations into place.• Secretary Henry Lucas “threatened to bring suit to enjoin the board from enforcing its regulation of saloons.” However, the attorney for the liquor league, Howard Ragland said that there was not a suit being considered.• Secretary of the Retail Association Beecher Hees (not sure about last name spelling) said there would be a meeting this morning of those involved in retail, motion pictures, and theater to discuss how to put the new rules into place.• Health Officer William H.
