Gram Will Ask Council To Help Fight Influenza

• The Buffalo city council will hear a request to appropriate at least $25,000 to fighting influenza, and to pass more health ordinances.• Prevention: There is a movement to prevent Sousa’a band from coming to Buffalo as scheduled to play at a Liberty Loan meeting. The Larkin Company printed copies of the health department regulations and distributed them to all employees. Theater interests have raised $1,000 to aid the spread of influenza-prevention information. Films are in productions that illustrate the correct way to cover the face while sneezing and coughing, and other simple preventative measures.• 213 cases were reported, which is an increase of nearly 100 over Monday. Dr. Franklin C. Gram, acting health commissioner, said that he cannot estimate the number of deaths presently, and he believes that not all influenza deaths have been reported as influenza-related.• Dr. Gram has written to Superintendent Hartwell to request that teachers inspect students for illness and send home ill children. The schools are also distributing 25,000 copies of regulations for preventing the illness. Dr. Gram has also contacted Monsignor Nelson H. Baker to request Catholic cooperation against influenza. Likewise, the Erie County Sunday School Association and the Protestant Ministers’ Association are mailing thousands of copies of a letter from Dr. Gram.• The health department requests that the bodies of all influenza-related deaths be disinfected and sealed in caskets immediately, and private funerals held. The city council may translate this request into an emergency ordinance. Dr. Gram cites an example of a family holding public viewings before two funerals.• Henry J. Girwin, chief of police, explained that there is no law against spitting on the street under the new Department of Health charter. The council will be asked to pass such a law, and to pass an ordinance forcing physicians to report all cases of influenza, pneumonia, and bronchial pneumonia.• A committee appointed on Monday represents a variety of organizations and businesses. Its member groups will designate ten representatives each to serve on a 500 member committee that will ensure that regulations are enacted.• Dr. Edward Meyer and Dr. Walter S. Goodale are working to determine how hospitals can best accommodate influenza cases. Dr. P.H. Hourigan of the Larkin Company, R.G. Lord of the Erie County Sunday School Association, and H.B.
