Article 65 of the Draft Convention (Informal Text) is concerned specifically with marine mammals. It imposes on states the obligation to work through international bodies for the 'conservation, management, and study' of cetaceans. Most small cetaceans are found within 200-mile zones -- without international supervision, their outlook is bleak.
