[[abstract]]In public watermarking, watermark is extracted without reference to original media such as images or videos. For this kind of watermarking system, suppressing host noise is of great concern. Quantization Index Modulation (QIM) is an efficient method which can greatly suppress the host noise. In this paper, we design a new QIM algorithm from the viewpoint of compression. The user can choose the compression intensity they want their watermark can survive. For the situation without harming the robustness of watermark under the chosen compression intensity, the quality of the media is then optimized. Besides, for some semantic watermarks, we can reduce the embedded bits to improve the quality of media without sacrificing any propert...
