1994 the university expanded public participation in developing the survey questions by inviting the public to form the Idaho Public Policy Survey Group (IPPSG), a consortium of interested state and local government agencies, nonprofit organizations, and the private sector. The IPPSG provided a mechanism whereby community organizations could sponsor individual questions and collectively fund surveys that otherwise would not be possible. The survey results meet the individual needs of the participants for less cost and far greater public impact than if any single participant attempted to conduct a survey on its own.
