We newly developed a measuring system of dielectric constant of materials at millimeter wave region using a Gunn oscillator with the frequency 90.05GHz as a power source. The system of spectrometer is a simple W-band type homodyne which consists of magic-T, attenuator, phase shifter, and a specially designed sample reflector. By this spectrometer, the dielectric constant of Teflon was obtained around 2.05
