Small Unmanned Aerial Vehicles (UAVs) are advancing their scope beyond military applications. Most of the work has been concentrated in employing multi-UAV systems in providing cellular services to enhance network coverage. However, little or no attention has been considered in serving moving hotspot conditions aka Place Time Capacity (PTC). In this paper, we explore a disparate way of employing multi-UAV systems by proposing a concept of Hovering Ad-Hoc Network (HANET) distinctively to solve PTC congestion using millimeter wave communication.
