Next generation communications will be composed of flexible, scalable and context-aware, secure and resilientarchitectures and technologies that allow full mobility of the user and enable dynamic management policies that ensure end-to-end secure transmission of data and services across heterogeneous infrastructures and networks. This paper investigates the policybased mobility management scheme proposed for the WINNER system. The scheme is based on previously developed cooperation radio resource management (RRM) algorithms including mobility management, for the successful interworking of WINNER with new and legacy systems.
