"This article reviews industrial relations trends taking place in the public sector in Europe in a context of widespread state restructuring and public management reform. Decentralisation, 'marketisation' and privatisation are examined in terms of their impact on aspects of industrial relations such as employment growth, pay determination, and the reform of machineries of negotiation and consultation. Having identified a number of common tendencies, however, the article points to persisting national variations in the extent and style of change.
