Communication overload can be a major challenge during an emergency response as large amounts of information are directed at federal, state, and local health agencies from multiple sources. Risk communication principles dictate that one must be first, be right, and be credible, but it may be difficult to balance these principles in a time when information is rapidly changing. During the 2009 H1N1 pandemic, data and guidance changed quickly. States found it difficult to keep up with and take action on all of the information they were receiving.
