Proses Pengambilan Keputusan Kepala Desa Dalam Mewujudkan Pembangunan Infrastruktur Desa Gadu Timur Kabupaten Sumenep

Abstract This research aims to explain the Village Head's Decision Making Process in Realizing Infrastructure Development in Gadu Timur Village, Sumenep Regency. This research refers to Simon's (1960) theory in Dermawan (2018:34) regarding the decision- making process which has four interconnected stages, namely Intelligence, Design, Choice, Implementation. This research method is a qualitative descriptive method, data and research results were obtained from observations, interviews with several informant sources, and documentation. The results of the research show that the Decision Making Process of the Head of Gadu Timur Village in Realizing Infrastructure Development in Gadu Timur Village, Sumenep Regency, obtained 1). Intelligence: exploring development issues through Dusun Deliberations (Musdus) and Musrenbangdes (Village Development Planning Deliberations) involving the Village Government, community leaders, community representatives from each Hamlet, Hamlet Heads, BPD, and District Government. 2). Design: the infrastructure development design is written by the TPM (Deliberation Organizing Team) in the Village Budget Plan (RABDesa) list. 3). Choiche: the solution chosen is based on the community's priority needs, namely asphalt roads, drainage, concrete rebates, clean water sources, uninhabitable houses, latrines. The selection of development placement results from the Musrenbangdes. The final decision remains with the Village Head. 4). Implementation: All infrastructure development budgeted for 2022 will be realized in accordance with the priority needs of the community. Keywords: Decision Making Process, Village Development   Abstrak Penelitian ini bertujuan untuk menjelaskan Proses Pengambilan Keputusan Kepala Desa dalam Mewujudkan Pembangunan Infrastruktur Desa Gadu Timur Kabupaten Sumenep. Penelitian ini mengacu pada teori Simon (1960) dalam Dermawan (2018:34) tentang proses pengambilan keputusan yang memiliki empat tahapan yang saling berhubungan yaitu Intelligence, Design, Choice, Implementation. Metode penelitian ini adalah metode deskriptif kualitatif, data dan hasil penelitian diperoleh dari hasil observasi, wawancara dengan beberapa sumber informan, dan dokumentasi. Hasil penelitian menunjukkan bahwa Proses Pengambilan Keputusan Kepala Desa Gadu Timur dalam Mewujudkan Pembangunan Infrastruktur Desa Gadu Timur Kabupaten Sumenep, diperoleh 1). Intelligence: menelusuri masalah pembangunan melalui Musyawarah Dusun (Musdus) dan Musrenbangdes (Musyawarah Perencanaan Pembangunan Desa) yang melibatkan Pemerintah Desa, tokoh masyarakat, perwakilan masyarakat dari setiap Dusun, Kepala Dusun, BPD, dan Pemerintah Kecamatan. 2). Design: rancangan pembangunan infrastruktur ditulis oleh TPM (Tim Penyelenggara Musyawarah) dalam daftar Rencana Anggaran Biaya Desa (RABDesa). 3). Choiche: solusi yang dipilih berdasarkan pada kebutuhan prioritas masyarakat, yaitu jalan aspal, Drainase, Rabat Beton, Sumber Air Bersih, Rumah Tidak Layak Huni, Jambanisasi. Untuk pemilihan penempatan pembangunan hasil dari Musrenbangdes. Keputusan akhir tetap melalui Kepala Desa. 4). Implementation: Seluruh pembangunan infrasturktur yang dianggarkan pada tahun 2022 terealisasi sesuai dengan prioritas kebutuhan masyarakat. &nbsp
