Contrarreforma agraria y régimen de la tierra. 40 años del Estado neoliberal en México

Forty years after the implementation of the neoliberal State, it is pertinent to reflect on the relevance of the changes and consequences of the counter-reform to Article 27 of the Constitution and its regulatory laws. This paper elaborates on the forecasts and agrarian, social and economic implications of this counter-reform, conceived to try to move from a bimodal land tenure: social and private, to one governed by the free market. The aforementioned legislative changes have induced the territorial appropriation of ejidos and rural communities by transnational corporations. In the opinion of the authorship revert this would require radical modifications of the Mexican Constitution and the regulatory laws that derive from it, in order to recover national sovereignty.A 40 años de la implantación del Estado neoliberal, es pertinente reflexionar sobre la relevancia de los cambios y consecuencias de la contrarreforma al Artículo 27 de la Constitución Mexicana y sus leyes reglamentarias. Este trabajo elabora sobre los pronósticos e implicaciones agrarias, sociales y económicas de esta contrarreforma, concebida para tratar de transitar de una tenencia de la tierra bimodal, social y privada, a una regida por el libre mercado. Los cambios legislativos mencionados han inducido la apropiación de los territorios de ejidos y comunidades rurales de parte de corporaciones transnacionales. A juicio de la autoría revertir esto requeriría de modificaciones radicales de la Constitución Mexicana y de las leyes reglamentarias que de ella se derivan, con el fin de recuperar la soberanía nacional
