Policy Legality Management Training In Increase Competency In Indonesia

This study of the legality policy for training management aims to understand the level of human resource capability through education and training (Diklat) in order to increase ASN competency. By using a Systematic Literature Review (SLR) on various literature with questions namely what is the role of training in increasing ASN competency, what is the training model in increasing ASN competency and what is the impact of training in increasing ASN competency. Furthermore, the findings of this research are: (1) training plays a major role in increasing ASN competency to increase quality and quantity competency, increase performance competency, help improve human resources, reduce the learning time required for employees to achieve acceptable performance standards, create character, knowledge, loyalty and more profitable cooperation, meeting HR planning needs, reducing the number and costs of work accidents, (2) A training model is needed that uses analysis related to organizational/training needs, makes training plans and designs/models, determines training objectives, evaluating the training, (3) The impact of training in increasing ASN competency is very real, because it is mandatory for every ASN to receive a minimum of 20 hours of education a year, because the results of the training greatly influence performance, career development, increasing leadership quality commitment, and individual competency and organizational competence. This study concludes that training plays a very important role in increasing the competency of all ASN. The development of a training model must pay attention to analysis related to organizational needs and determine training objectives, and according to the objectives. Develop curriculum and describe material and organize learning implementation. Then an evaluation of the training process that has been carried out is carried out regarding ASN competency, the material taught, and the minimum time and facilities required. Furthermore, the results of the training have a real impact on increasing competence in obtaining scientific, technical knowledge and including career advancement in the workplace. Meanwhile, to achieve training objectives, it is necessary to pay attention to individual personality, material, teacher competence (widyaiswara) and the learning process
