Pengaturan Hukum Denasionalisasi Pemanfaatan Sempadan Pantai Oleh Pengusaha Pariwisata Di Provinsi Bali: Legal Arrangements for Denationalization of Use of Coastal Borders by Tourism Entrepreneurs in Bali Province

Management of coastal areas and small islands is very strategic to realize sustainability of beaches and small islands resource management and improve community welfare. The problem with this study are: 1) What is the legal regulation regarding the denationalization of the use of coastal borders by tourism entrepreneurs in Bali Province? 2) What are the positive and negative impacts of coastal border utilization? This study aims to determine Legal arrangements for the nationalization of sea boundaries used by Balis tourist resorts and determine the positive and negative shore boundaries used. This research uses a method of combining statutory and conceptual approaches to assess problems in harmony with legal theory, which allows the examination of problems through related regulations structured in the regulatory hierarchy in Indonesia. The use of beach boundaries for tourism purposes by entrepreneurs in Bali has clearly regulated that beach boundaries are public spaces that cannot be owned by individuals, but related to violations related to denationalization of the use of beach boundaries have not been expressly regulated in law, so that the practices of denationalizing the exploitation of the beach borders by tourism entrepreneurs can still be found in some places in Bali. and certainly have positive benefits and negative impacts. The government in this case should form a management body that can supervise and impose strict sanctions if denationalization practices are found in the use of coastal boundaries
