This article is a cutout of from a master's research, and aimed to analyze the main factors that compromise the policy enactement of the Class head-teacher Project – CMTP, as well as to identify strategic actions that can contribute to the improvement of this policy in a <omitted for blind reviewin> the light of Stephen Ball and collaborators' policy cycle approach. For this, documentary research, bibliographic research, in addition to the application of questionnaires and interviews were used.
