Stakeholder Analysis in Indonesian Coastal Social Protection Policy

Stakeholder analysis is a crucial element of policy formulation and implementation. In Indonesia, coastal social protection policies aim to address the vulnerabilities and improve the well-being of coastal communities, including fishermen and their families. A stakeholder analysis of this policy is essential to identify the actors involved and understand their interests, resources, power, and interactions. Result stakeholders in the Indonesian coastal social protection policy can be categorized as Government agencies: The policy involves several government agencies, including the Ministry of Marine Affairs and Fisheries (MMAF), Ministry of Social Affairs (MOSA), Ministry of Finance, and Ministry of Home Affairs. These agencies have varying roles in policy formulation, implementation, and coordination. NGOs play a crucial role in policy implementation and advocacy. They provide technical and financial support to coastal communities, undertake research and policy analysis, and represent the communities' interests, including fishermen, fish farmers, and their families, who are the primary beneficiaries of the policy. They are often vulnerable to natural disasters, climate change, overfishing, and poverty, which limit their capacity to adapt and thrive. The private sector, particularly the fishing industry, is crucial in policy implementation. Fishing companies, processors, and retailers are interested in sustainable fishing practices that benefit their businesses and coastal communities. Academia contributes to the policy through research, analysis, and education. They provide scientific evidence to inform policy decisions and evaluate policy outcomes. The stakeholder analysis indicates that the policy involves diverse actors with different interests, power, and resources. Effective policy implementation requires coordinated efforts and collaboration among stakeholders. It is essential to engage all stakeholders in policy formulation, implementation, and evaluation to ensure that the policy addresses the needs and interests of all stakeholders
