This paper presents a general overview on the final Agenda 2000 Agreement on Agriculture, reached by the EU Heads of State in March 1999. Following a summary of the reforms agreed, the paper aims at assessing to which extent this package will suffice to address the two major external challenges facing the CAP: 1. Compliance with its current trade commitments at the World Trade Organisation and response to future pressures resulting from the new negotiating round starting at the end of 1999, and 2. Securing a smooth integration of the agricultural sectors of Central and Eastern European countries, which could start to accede the EU as early as 2002.
