Nick Barrera, Judge of Harris County Criminal Court at Law No. 2, writes to Dr. Hector P. Garcia responding to Garcia's letter about vacancies in the U.S. Fifth Circuit Court of Appeals. He explains that his delay in replying due partly to his knowledge that positions are being solicited by other federal judges whom would leave vacancies in trial courts and that he would be more interested in serving in trial courts if the opportunity arose
