Published online: 19 September 2023What is the role of the OECD in regulation? What has it achieved? What are the challenges? We answer these questions by providing an historical account of the emergence and consolidation of the ‘better regulation’ agenda, considering the processes that led the organization to become world leader in the production of regulatory indicators, and looking at the debate on regulatory policy 2.0. The OECD has not been the only international organization orchestrating the regulatory reform agenda, but its position is fundamental.
