Regionalizing development cooperation : the case of MERCOSUR´s International Cooperation Policy

Award date: 15 June 2023Supervisor: Closa, Carlos, European University InstituteThis study investigates the conditions that led to the approval of Mercosur´s CMC No. 23/14 in 2014, which established the 'International Cooperation Policy (ICPM)' of the bloc. The author argues that states with different preferences can reach a consensus on creating a Regional Development Cooperation Mechanism (RDCM), even when development cooperation is associated with a foreign policy tool with a 'sovereignty-protective' dimension. This research contributes to understanding the developmental cooperation mechanism of Mercosur and adds to the existing literature on regionalism and the emerging field of the regional dimension of development cooperation
