The Conditions of Local Governance and the Problems of Cooperation among Actors concerned in Local Government

"The Purpose of study is to clarify the conditions of local governance and the problems of cooperation by examining the cases of the local sports promotion policy in the Tochigi prefecture. The Ministry of Education, Science and Culture made the promotion policy of establishment of ""Sougogata"" (plural sporal events) Clubs, which support the local grass-roots sports activities. The Tochigi Prefecture introduced this supporting policy and incorporated this idea into the implementation planning since 2001. In this article, I will explain the interrelationships among the public sectors (the Tochigi prefecture and some municipalities) and the voluntary sectors (the Plural Sports Events Clubs, the existing sports clubs and the informal recreational sports clubs). Moreover, ""NPO"" (Non Profit Organizations) are one of the important actors connecting local goverpments, sponsors, schools communities and citizens who are interesting in participating or supporting sports activities.
