elationships among Sports Actors at the Local Governmental Level in the 2002 FIFA World Cup Korea/Japan and Emergence of New Voluntary Sectors

"The Purpose of this study is to clarify the contents and features of relations among sports actors, mainly at the local governmental level in the preparation process of 2002 FIFA World Cup Korea/Japan. In this article, I will explain the pattern of the mechanisms of the interrelationships among JAWOC (Japan Organising Committee for the 2002 FIFA World Cup Korea/Japan) , Local Branches of JAWOC, Promotion Committees of the sites, sponsors, media, voluntary sectors, police, local soccer societies and local authorities of stadium construction etc. JAWOC is a coordinator between FIFA and Promotion Committees of the sites in the management process of the 2002 World Cup Soccer. But at the same time, JAWOC has to build up cooperative relationships with its 10 Local Branches and has to value the intentions of private business sponsors such as the ""16 official Partners"" and the ""6 official Suppliers."" JAWOC attaches greater importance to these actors than to voluntary sectors. In short, ""top-down"" is the governance style of JAWOC. On the other hand, the emergence of new voluntary sectors is regarded as the opportunity of new movement of ""bottom-up"" governance in Japan.
