In Miyazaki-City, a huge shopping center opened in urbanization control area through planning permission by competence of the city. In 1998, when triple planning laws were enacted, such situation was not assumed. Various plans were decided at the end of 90’s, and it seemed difficult to allow a large-scale retail store in suburbs of Miyazaki. However, because the Kotobukiya was assumed to be unable restart, Miyazaki-City prepared to admit the shopping center, and revised the integrated plan and the municipal master plan.
