The purpose of this paper is to investigate the development trend in Miyakonojo city after the abolishment of urbanization control area. GIS is utilized for the applications of new constructions during 1995-1999. After the abolishing of urbanization control area, the number of the developments in former-urbanization area was decreased whereas the number加former-urbanization control area was increased. The developments in former-urbanization-control area caused several problems, such as large aggregation of small scale developments and landscape deteriorations. The local ordinary should be still important for such problems besides the district planning
