This article intends to collaborate with a new field of analysis in education research. Its purpose is to produce a cross look at the legislative process and the incidence of actors in the construction of educational public policies through a State of the Art of articles in the area of Education classified in Qualis magazines A1, A2, B1 and B2 (Quadriennium 2013- 2016) that analyze the formulation of fund policy (Fundef, Fundeb and Fundeb Permanent) and the impact of social actors.
