Décentralisation, déconcentration et gouvernance des projets d’aménagement des territoires locaux : Cas de la région Marrakech-Safi

The history of territorial planning and the governance of public policies has evolved considerably over the past fifty years. Today, all stakeholders agree that good territorial governance based on decentralization, deconcentration, participation and coordination of stakeholders is the key to successful development in Morocco. The objective of our research topic is therefore to study how the territorialization of the new policy of decentralization and deconcentration participates or not in the creation of a governance that can respond to the effectiveness, efficiency and performance of local territorial development projects. This leads us to deepen our research on the games, the stakes and the interests of the different stakeholders of this new policy.L’histoire de l’aménagement territorial et la gouvernance des politiques publique a beaucoup évolué depuis une cinquantaine d’année. Aujourd’hui, tous les acteurs s’accordent à dire qu’une bonne gouvernance territoriale fondée sur la décentralisation, la déconcentration, la participation et la coordination des acteurs est la clé de réussite du développement au Maroc. L’objectif de notre sujet de recherche est donc d’étudier comment la territorialisation de la nouvelle politique de décentralisation et déconcentration participe ou pas à la création d’une gouvernance qui peux répondre à l’efficacité, l’efficience et le rendement des projets d’aménagement des territoires locaux. Cela nous incite à approfondir notre recherche sur les jeux, les enjeux et les intérêts des différents acteurs de cette nouvelle politique
