According to the Board of Education Law (1958), Okinawa is divided into sixty three local school districts, each district having its own school board which exercises general control of the schools under its respective jurisdictions within the framework of the regulations established by the central board of education. The local school board is composed of five members elected by popular vote in the district. In the local school administration. the size of the school district has much to do with its effective operation. In Okinawa. however. the basic unit of school administration is improperly established. It is this aspect of the school board system in Okinawa that the present writer pursues in this study.
