Neutrality in the post-soviet space: the cases of Moldova and Turkmenistan

Partindo de uma análise de experiências históricas da neutralidade na Áustria e na Finlândia, esta investigação incide sobre a neutralidade da Moldávia e do Turquemenistão como estudos de caso. Adotando como quadro teórico o Realismo Defensivo e utilizando o método comparativo, este estudo procura interpretar o contributo da neutralidade na garantia da segurança nacional das repúblicas da antiga União Soviética. Com a dissolução desta última, a Rússia tornou-se um hegemónico regional no espaço pós-soviético. Embora entre 1991-1992 o Estado russo tenha reconhecido oficialmente a independência e soberania de todas as 15 ex-repúblicas soviéticas, este começou a fazer reivindicações relativas a assuntos internos e de política externa de algumas ex-repúblicas soviéticas ou interferir (in)diretamente nos mesmos. Entre estes países destacam se a Moldávia com o seu conflito interno na Transnístria, a Geórgia com a confrontação na Abkházia e na Ossétia do Sul, a Ucrânia com a anexação da Crimeia, o início de um conflito interno no Leste do Estado ucraniano e o início de uma guerra em grande escala da Rússia contra a Ucrânia. O argumento central que perpassa a presente dissertação assenta na ideia de que a adoção da neutralidade tem sido uma das formas de garantir a segurança nacional de um país pós-soviético. Tomando como estudos de caso o Estado moldavo e o Estado turquemeno, a investigação conclui que ao se tornarem neutrais tanto a Moldávia, como o Turquemenistão conseguiram evitar, até à data, um confronto (in)direto com Moscovo, contrariamente às outras ex-repúblicas soviéticas, nomeadamente a Geórgia em 2008 e a Ucrânia em 2014 e 2022, salvaguardando assim a sua segurança nacional.Temporally focused on the period from December 26, 1991, to February 24, 2022, the main objective of this dissertation is to analyse and reflect on the role of neutrality as a guarantee of the national security of States in the post-Soviet space. Starting from an analysis of historical experiences of neutrality in Austria and Finland, this research focuses on the neutrality of Moldova and Turkmenistan as case studies. Adopting Defensive Realism as a theoretical framework and using the comparative method, this study seeks to observe the contribution of neutrality in guaranteeing the national security of the republics of the former Soviet Union. With the dissolution of the latter, Russia became a regional hegemon in the post Soviet space. Although between 1991-1992 the Russian state officially recognized the independence and sovereignty of all 15 former Soviet republics, this country began to make claims concerning the internal affairs and foreign policy of some former Soviet republics or interfere (in)directly in them. Within these countries, Moldova stands out with its internal conflict in Transnistria, Georgia with the confrontation in Abkhazia and South Ossetia, Ukraine with the annexation of Crimea, the beginning of an internal conflict in the eastern part of the Ukrainian State and the start of a full-scale war by Russia against Ukraine. The central argument that runs through this dissertation is based on the idea that the adoption of neutrality has been one of the ways to guarantee the national security of a post-Soviet country. Taking as case studies the Moldovan State and the Turkmen State, the investigation concludes that by becoming neutral both Moldova and Turkmenistan have managed to avoid, to date, a(n) (in)direct confrontation with Moscow, contrary to the other former Soviet republics, namely Georgia in 2008 and Ukraine in 2014 and 2022, thereby protecting their national security
