As Japan began to step into a welfare state after World War II, theoretical study of social welfare began to flourish. Why did modern states develop social policies? What are the purpose and functions of social welfare? These theories concerned with the essence of social welfare were presented, and disputes arose. The controversy from 1945 to 1960 was already summed up and a book about it was published as Disputes regarding the Social Welfare of Japan after World War II.
