De la chasse aux bandits à la guerre contre les « terroristes » : un marché de la protection internationalisé au Sahel (Burkina Faso et Mali)

Since the start of the war in northern Mali in 2012, the violence has been spreading throughout the country and to new territories, particularly in Burkina Faso. The emergence of a regional conflict has been helped by the geographic spreading of jihadist fighters, military operations, the weaponization of socio-political conflicts and international interventions. In this context, local populations have mobilized self-defense groups who form a "protection market”. How have these armed mobilizations in rural areas, too often perceived as a peripheral phenomenon, been able to establish themselves in local, national, and international political arenas? Based on a twelve-month field study conducted between 2017 and 2022 in both countries, this dissertation proposes an ethnography of the armed groups and aims to explain their diffusion. Unlike approaches that frame the discussion in terms of the "failed" states, this research analyzes their function in the transition of such groups from vigilantism to a militia system and, more broadly, their role in the current war. The study of the transformations of these mobilizations pays particular attention to biographical trajectories, the circulation of practices between groups and the (re)production of social hierarchies. Finally, this dissertation highlights the interactions of such self-defense groups with various international interventions in the region. The incentives to profit from the dividends of the "war on terror" favor the formation of new political spaces of intermediation and accompany the process of militianization of Sahelian societies.Depuis le début de la guerre au Nord du Mali en 2012, les violences n’ont eu de cesse de se diffuser dans le pays et de gagner de nouveaux territoires, notamment au Burkina Faso voisin. L’apparition d’un conflit armé devenu régional a été favorisée par l’éparpillement géographique des combattants djihadistes, les opérations militaires, la mise en armes des conflits socio-politiques et les interventions internationales. Dans ces configurations violentes, les populations ont organisé la mise en place de groupes d’autodéfense qui forment « un marché de la protection ». Comment ces mobilisations armées en zone rurale, trop souvent perçues comme des phénomènes périphériques, ont-elles pu s’implanter dans les arènes politiques locales et nationales, mais aussi, avoir accès aux prébendes de l’international ? À partir d’une enquête de terrain de douze mois, menée entre 2017 et 2022 dans les deux pays, la présente thèse propose une ethnographie des groupes d’autodéfense et vise à expliquer leur diffusion. À rebours des approches en termes de « faillite » des États, la recherche analyse leur rôle dans le passage du vigilantisme à des dispositifs miliciens et, plus largement, dans la guerre. L’étude des transformations de ces mobilisations accorde une attention particulière aux trajectoires biographiques, aux circulations des pratiques et à la (re)production des hiérarchies sociales. Enfin, la thèse met en lumière un aspect peu regardé des groupes d’autodéfense, à savoir, leurs interactions avec les différentes interventions internationales. Les incitations à profiter des dividendes de la « guerre contre le terrorisme » favorisent la formation de nouveaux espaces politiques d’intermédiation et accompagnent le processus de milicianisation des sociétés sahéliennes
