Capital humain et transformation structurelle en Afrique Subsaharienne

This thesis explores not only the different effects of human capital on industrialization and export diversification in Sub-Saharan African economies (SSA), but also the channels through which these effects are channelled to boost structural transformation of these economies. It also distinguishes the nature of these effects according to the institutional context. Using a dynamic panel model based on the method of generalised moments in a system applied to a sample of thirty African economies over the period 1995-2018, estimates were made using data from the World Bank (Word Development Indicators), UNCTAD (UNCTADSTAT), the Groningen Centre for Economic Growth and Development, in particular the Penn World Table (recent version, 10.0) and the International Country Risk Guide (ICRG) of the Political Risk Services group. These estimates lead to four main groups of results. The first group shows that the effect of human capital on industrialization is mediated by the type of education and is captured by the positive and significant relationship between enrolment rates in secondary and tertiary education and manufacturing value added; the enrolment rate in primary education generates varying effects. The second group of results highlights the positive and significant relationship between human capital formation, as measured by the higher education enrolment rate, and the quality of institutions, as measured by a composite index. The third group of results highlights a threshold effect attributable to human capital formation, the effect of which on diversification becomes positive and significant above a certain level of investment. The fourth group of results is structured by the technological absorption capacity made possible by investment in human capital. These results have serious theoretical implications for the recognised relationship between investment in human capital and growth via the structural transformation of economies. This places investment in human capital at the heart of strategies for diversifying exports and industrialising economies in Sub-Saharan Africa.La présente thèse explore non seulement les différents effets du capital humain sur l’industrialisation et la diversification des exportations des économies d’Afrique Subsaharienne (ASS) mais également les canaux par lesquels ces effets transitent pour booster la transformation structurelle de ces économies. Elle distingue également la nature de ces effets selon le contexte institutionnel. En utilisant un modèle de panel dynamique par la méthode des moments généralisés en système appliquée à un échantillon de trente économies africaines sur la période 1995-2018, des estimations ont été effectuées à travers les données de la Banque mondiale (Word Development Indicators), de la CNUCED (UNCTADSTAT), du centre de croissance et de développement économique de Groningue notamment de Penn World Table (version récente, 10.0) et de l’International Country Risk Guide (ICRG) du groupe Political Risk Services. Ces estimations conduisent à quatre grands groupes de résultats. Le premier groupe montre que l’effet du capital humain sur l’industrialisation passe par le type d’ordre d’enseignement et est appréhendé par la relation positive et significative entre les taux de scolarisation dans l’enseignement secondaire et supérieur et la valeur ajoutée manufacturière ; le taux de scolarisation dans l’éducation primaire engendrant quant à lui des effets variés. Le deuxième groupe de résultat met en évidence la relation positive et significative entre la formation en capital humain appréhendée par le taux de scolarisation dans l’enseignement supérieur et la qualité des institutions captée quant à elle par un indice composite. Le troisième groupe de résultat met en évidence un effet de seuil attribuable à la formation en capital humain dont l’effet sur la diversification devient positif et significatif à partir d’un certain niveau d’investissement. Le quatrième groupe de résultat quant à lui est structuré par la capacité d’absorption technologique rendu possible par l’investissement en capital humain. Ces résultats emportent de sérieuses implications théoriques sur la relation reconnue entre l’investissement en capital humain et la croissance via la transformation structurelle des économies.
