Le logement social en Algérie à la période coloniale (années 1920 - 1960)

The history of social housing in Algeria is a way of understanding urban social relations in a colonial situation. The housing is considered as « social » insofar as it is partly financed by the public authorities and framed by a profusion of regulations. Their construction in Algeria was based on the application of metropolitan laws and decrees ; they were completed by numerous texts and financing specific to Algeria. Construction became considerable after the end of the First World War and continued to grow until the end of the 1950s. They were driven by several political objectives, some of which were specific to the colonial situation : to support the settlement of the colony by Europeans, to fix very diverse workers near their employers and to combat Algerian nationalism through a social policy. These constructions reshaped urban spaces, from the largest cities to the smallest towns. They also reconfigured the relationships of city dwellers – Europeans, « Israelites » and « indigenous » – with the administrations and among themselves. Many departments – ministerial, financial, gubernatorial, prefectural, municipal and housing company – where involved in the production of these dwellings. Thus, this work also questions what are the administrative archives of Algeria in the colonial period, their distribution between France and Algeria and their accessibilityL’histoire des logements sociaux en Algérie constitue une manière de comprendre les rapports sociaux urbains et en situation coloniale. Les logements sont dits « sociaux » dans la mesure où ils sont pour partie financés par la puissance publique et cadrés par une foisonnante réglementation. Leur construction en Algérie procède de l’application de lois et décrets métropolitains ; ils sont complétés par de nombreux textes et financements propres à l’Algérie. Les constructions deviennent considérables après la fin de la Première Guerre mondiale et ne cessent de croître jusqu’à la fin des années 1950. Elles sont portées par plusieurs objectifs politiques dont certains spécifiques à la situation coloniale : soutenir le peuplement de la colonie par des Européens, fixer des travailleurs très divers près de leurs employeurs, combattre le nationalisme algérien par une politique sociale. Ces constructions remodèlent les espaces urbains, des plus importantes villes aux plus petits bourgs. Elles reconfigurent également les relations des citadins – Européens, « Israélites » et « indigènes » – avec les administrations et entre eux. Les nombreux services – ministériels, financiers, gubernatoriaux, préfectoraux, municipaux et des organismes de construction – engagés dans la production de ces logements ont produit une importante documentation. De ce fait, ce travail interroge aussi ce que sont les archives administratives de l’Algérie à la période coloniale, leur répartition entre la France et l’Algérie et leur accessibilit
