This thesis focuses on the process of strengthening the policy capacity of regional authorities through a sectoral margin: organic agriculture. It is based on a comparative qualitative survey conducted in two French regions, Auvergne and Brittany, and two German Länder, Hesse and Lower Saxony, using semi-structured interviews and a collection of archives. Drawing on the analytical framework of the sociology of public policy, it shows how, in a sector dominated by the national and European levels of intervention, the marginality of organic farming gives the regions autonomy of action in the agenda-setting phase.
