Territoire : Défis d’information, dématérialisation de l’espace et apparition de nouveaux acteurs

The territory occupies a important place in the concerns and thoughts of the actors, originates from the capacity of the territory as a privileged space for designing new forms of economies, a source of competitive advantage and an environment capable of initiative, of partnership, innovation and adaptation to the risks imposed by globalization. Today, territories are subject to many changes, the origins of which are multiple: Urbanistic, economic and technological. These transformations and dynamics have had an impact on the evolution of territories and their organization. So, the introduction of information technology in all fields and the rapid evolution of ICT have accentuated the need in terms of information and related systems, the territories are no exception to this trend. These developments have given rise to the emergence of new players and the dematerialization of territories: Virtual territories are gradually being built and structured without it being possible to identify and limit them. The new territories are shifting and heterogeneous perimeters, but they are required to think about and carry out concrete actions. Territories as a public space must take into account these constraints, changes and interactions, in particular the integration of new actors and the development of information systems, able to foster relationships between all the actors of the territory, to maintain interactions and to work in a common territorial project. Big data and open data are among the concepts that have marked the evolution of digital data in an era where data and personal information are crucial for decisions and their contributions to territorial management are significant. Paper type: Theoretical Research.Le territoire occupe une place capitale des préoccupations et des pensées des acteurs, cela trouve son origine dans la capacité du territoire en tant qu’espace privilégié de conception de nouvelles formes d’économies, source d’avantage concurrentiel et milieu capable d’initiative, de partenariat, d’innovation et d’adaptation aux risques imposés par la mondialisation. Les territoires sont aujourd’hui objet de nombreuses mutations, dont les origines sont multiples : Urbanistiques, économiques et technologique. Ces transformations et dynamiques ont impacté l’évolution des territoires et leur organisation. Aussi, l’introduction de l’informatique dans tous les domaines et l’évolution rapide des NTIC ont accentué les besoins en information et les systèmes y afférents, les territoires n’échappent pas à cette tendance. Ces évolutions ont donné lieu à l’apparition de nouveaux acteurs et la dématérialisation des territoires : Des territoires virtuels se construisent et se structurent progressivement sans qu'il ne soit possible de les identifier et les limiter. Les nouveaux territoires sont des périmètres mouvants et hétérogènes, mais enjoints de penser et de conduire des actions concrètes. Les territoires en tant qu’espace public doivent prendre en compte ces contraintes, changements et interactions, notamment l’intégration des nouveaux acteurs et le développement des systèmes d’information, capables à susciter des relations entre l’ensemble des acteurs du territoire, à maintenir des interactions et travailler dans un projet commun de territoire. Le big data et l’open data font partie des concepts qui ont marqué à l’évolution des données numériques dans une époque où les data et les informations personnelles sont cruciales pour la décision et leurs apports pour la gestion du territoire son significatifs.
