The Clinton Administration is putting a high priolity on this new scheme in order to solve hugh trade imbalance with Japan. Therefore, though US govemment negotiators are proposing both result-oriented and benchmark type solution to the bureacratic counterpart in Japan On this regard, this paper examines what kind of problems are caused by this bilateral negotiation as well as their implications to Japanese economic policy
