Democracia en el contexto histórico de principios de siglo XXI: una interpretación teórico-política

The objective of this research is to interpret democracy in the historical context of the beginning of the 21st century, from a theoretical-political perspective. It is organized as a qualitative research of descriptive scope through the analytical method; the sources of information collection are bibliohemerographic as well as jurisprudential criteria; Likewise, it is indicated that the techniques used are observation and content analysis, with the mixed character cards as the instruments. Three sections are proposed, which are: 1. Relevant events of the beginning of the 21st century; 2. Concept of democracy; and, 3. Characteristic elements of recent democracy. It can be concluded that paramilitarism, constitutions with incorporations of international regulations, and the use of new technologies represent transcendental facts in States classified as democratic, at the same time, it is assumed that democracy implies that decision quotas belong to the people. In any case, democracy at the beginning of the 21st century is marked by two particularities, that is, the pro homine legal interpretation and the promotion of pluralism through the use of social networks.La presente investigación tiene como objetivo interpretar la democracia en el contexto histórico de principios de siglo XXI, desde una perspectiva teórico-política. Se organiza como una investigación cualitativa de alcance descriptivo a través del método analítico; las fuentes de recolección de la información son bibliohemerográficas además de criterios jurisprudenciales; asimismo, se indica que las técnicas utilizadas son la observación y el análisis de contenido, con las fichas de carácter mixto como los instrumentos. Se plantean tres acápites, los cuales son: 1. Acontecimientos relevantes de principios del siglo XXI; 2. Concepto de democracia; y, 3. Elementos característicos de la democracia reciente. Se puede concluir que, el paramilitarismo, las constituciones con incorporaciones de normativas internacionales, y el uso de las nuevas tecnologías, representan hechos trascendentales en los Estados catalogados como democráticos, a la par, se asume que la democracia implica que las cuotas de decisión le corresponden al pueblo. En todo caso, la democracia de inicios del siglo XXI está signada por dos particularidades, es decir la interpretación jurídica pro homine y el fomento del pluralismo por medio del uso de redes sociales
