Security and Defence Policy Opinions in Germany 2003

Since 1996, the Center for Military History and Social Sciences of the Bundeswehr (ZMSBw) has conducted a representative survey of the German population on defense and security policy issues on behalf of the Federal Ministry of Defense. In 2003, this study was continued. For this purpose, N = 2618 persons were interviewed on various issues from Ocober 21,2003 until November 17,2008. The present survey focused in particular on Attitudes toward the security situation and security policy in Germany, attitudes toward the Federal Armed Forces, the profession of soldiering and applicant potential, external appearance of soldiers, military cooperation in Europe, and personality profile.1. Security and threat perception: personal feeling of security; feeling of being threatened by: environmental destruction, violence by other people, poverty, crime, unemployment, wars or military conflicts in the world, right-wing extremism, new technologies (e.g. genetic engineering), diseases (e.g. AIDS), nuclear weapons, left-wing extremism, military threat to Germany, lack of data protection, foreign infiltration, international terrorism, religious fundamentalism, insufficient financial security in case of unemployment, old age or illness; agreement to various measures to protect against terrorism (e.g. more police officers in public, video surveillance of public places and buildings, etc.). 2. Security policy attitudes: Germany´s role in the world: Preference for a rather active vs. rather passive international policy of Germany; approved or rejected measures for Germany´s international action (e.g. aid with food and medicine, aid of a financial and economic nature, technical aid by civil organisations, peacekeeping deployment of the Federal Armed Forces within the framework of a UN mission, etc.). ); reasons why Germany should, as far as possible, stay out of the problems, crises and conflicts of others; expectations of the armed forces and their role in society (feelings of respect, inner solidarity, gratitude for the armed forces, normal part of society, etc.). 3. Perception and evaluation of the Federal Armed Forces: frequency of perception of the Federal Armed Forces on the following occasions: in everyday life, in stations and on trains, at public events, conversations in the family, with relatives, friends or colleagues, during television and radio broadcasts, contributions on the Internet and reports in newspapers and magazines; personal impression of the Federal Armed Forces on the respective occasions; self-assessment of the level of information about the Federal Armed Forces´ areas of responsibility and operations (disaster relief in Germany, search and rescue operations, guarding NATO partners´ facilities in Germany, protocol duties, disaster relief abroad, development aid operations abroad, participation in peacekeeping military missions abroad, e.g. SFOR in former Yugoslavia, participation in operations against international terrorism e.g. Enduring Freedom in the Red Sea and the Gulf of Aden, participation in operations to stabilize Afghanistan, ISAF); assessment of the above-mentioned Federal Armed Forces operations; agreement with various statements on the Federal Armed Forces (feeling of esteem, inner solidarity, gratitude for the Federal Armed Forces, the Federal Armed Forces has become a normal part of society, it is no longer possible to imagine society without it, of course, that Germany has its own armed forces embodies central values of our society such as freedom or justice, contributes to the protection of our system of values, Federal Armed Forces missions abroad serve to restore human rights in the areas of operations, the existence of the Federal Armed Forces complies with the provisions of the Basic Law, important defence policy issues are debated and voted on in Parliament, Federal Armed Forces missions abroad are conducted in accordance with international treaties or corresponding alliance obligations); positive or negative attitude towards the Federal Armed Forces; activities or imaginable activities in the case of a positive attitude towards the Federal Armed Forces: confirming the wish of a family member who wants to become a soldier in the Federal Armed Forces, voting for a party that is favourably disposed towards the Federal Armed Forces, participation in a collection of signatures with positive statements about the Federal Armed Forces, contradicting someone who speaks badly about the Federal Armed Forces, participation in a rally in which someone speaks favourably about the Federal Armed Forces, giving a member of the Federal Armed Forces his or her own positive opinion about the Federal Armed Forces, participation in public events of the Federal Armed Forces); activities or imaginable activities in the case of a negative attitude towards the Federal Armed Forces: advising a family member or friend who would like to become a soldier in the Federal Armed Forces against his or her wish, voting for a party that is hostile to the Federal Armed Forces, taking part in a collection of signatures in which one speaks out against the Federal Armed Forces, contradicting someone who talks well about the Federal Armed Forces, taking part in a demonstration in which one protests against the Federal Armed Forces, confronting a member of the Federal Armed Forces with one´s own critical opinion of the Federal Armed Forces, protesting against a public event of the Federal Armed Forces). 4. Tasks of the Federal Armed Forces: preferences with regard to the tasks of the Federal Armed Forces (disaster relief in Germany, search and rescue missions within Germany, tasks in the field of environmental protection in Germany, defence in the event of an attack on Germany, missions for military protection against the dangers of international terrorism in Germany, fulfilment of protocol tasks, e.g. military honouring of guests of state, military securing of national borders, e.g. against illegal immigrants, guarding facilities of NATO partners in Germany, disaster relief abroad, e.g. in the event of earthquakes, development aid operations abroad, operations to set up refugee camps abroad, participation in peacekeeping military missions abroad, e.g. SFOR in the former Yugoslavia, participation in operations against international terrorism, such as Enduring Freedom in the Red Sea and the Gulf of Aden, assistance to NATO partners in the event of an attack, participation in operations to stabilize Afghanistan, ISAF, under no circumstances); opinion on increasing defence expenditure; opinion on increasing the number of Federal Armed Forces soldiers. 5. Opinions on maintaining military traditions: Opinion on tradition in general; advocacy of various forms of military tradition (as a whole, as cultivation of military customs, as appreciation of the military past, as a sense of community of military units, as a consciousness of values worthy of defence, as subordination of the soldier, as a representation of the rank of the Federal Armed Forces in society, as an exercise of the virtues of bravery, comradeship, etc., as a transmission of military skills); opinion on the cultivation of military traditions in the Federal Armed Forces: modern weapon systems and the changed professional image of the soldier have made the cultivation of tradition superfluous, the cultivation of tradition is also important for modern armies to impart military knowledge and military virtues, the role of the military during National Socialism makes it impossible to continue military lines of tradition because Germany bears a special historical responsibility, the Federal Armed Forces must be able to develop and cultivate new military traditions, in view of the achievements of the Federal Armed Forces for the country, the cultivation of tradition is quite normal in public); personal significance of various characteristics (e.g. strength of will, decisiveness, sense of responsibility, bravery, readiness to perform, solidarity, etc.); importance of these characteristics for the soldiers of the Federal Armed Forces. 6. Personal relation to the Federal Armed Forces (location of the Federal Armed Forces close to the place of residence, respondent is or was himself in the Federal Armed Forces/ NVA in basic military service or as a temporary or professional soldier, close relative (father, mother, son, daughter) or other family member was or is in the Federal Armed Forces/ NVA in basic military service or as a temporary or professional soldier, respondent himself or his son is or was doing civilian service or has done civilian service). 7. Soldier´s profession and potential applicants: respondent is 25 years old or younger; voluntary commitment as a soldier in the Federal Armed Forces is fully possible and reasons for this (e.g. positive attitude towards the Federal Armed Forces, good reputation of the Federal Armed Forces and soldiers, no possibility to start a training course that is better than military training, etc.) ); preferred military service in the Federal Armed Forces; preferred career; preferred length of service; planned application for military service in the Federal Armed Forces; reasons against a voluntary commitment as a soldier in the Federal Armed Forces; gainful employment; satisfaction with working conditions in various areas (e.g. work colleagues, job, pay, immediate superior, etc.). 8. Attitude towards compulsory military service: Military service or alternative civilian service more important for society; positive or negative attitude towards military service; personal advice to a friend regarding the decision to do military or alternative civilian service and the obligation as a temporary soldier; personal advice to a woman regarding the obligation as a temporary soldier; personal attitude to compulsory military service (should be abolished and the Federal Armed Forces transformed into a voluntary army; compulsory military service should be reduced to basic training only; existing regulations on compulsory military service should be maintained unchanged; should apply not only to men but also to women; general compulsory service should be introduced with a choice between military service and other services to society). 9. Military Cooperation in Europe: importance of various issues within the EU (e.g. food security, employment policy, social policy, environmental protection, defence, internal security, etc.); suitability of a European intervention force for various tasks (e.g. disaster relief, humanitarian aid, combating terrorism, cooperation with the police, border protection to control immigration, etc.); opinion on Germany´s participation in the European Intervention Force; opinion on the relationship of the European Intervention Force to NATO; opinion on the future organisation of the armed forces within Europe (e.g. joint European army instead of national forces). 11. Security and defence policy, media use: interest in security and defence policy issues, informing about security and defence policy issues, discussions with friends, relatives or colleagues on security and defence policy issues; statements on such discussions Exchange of opinions and arguments with others, own opinion leadership, convincing others of one´s own opinion is fun, others follow the opinion of the respondent; media use: frequency of use of various media for political information (tabloids, regional daily newspapers, national newspapers and business papers, news magazines, weekly newspapers, private television, public television, news channels, private radio, public radio, Internet: private forums, online editions of newspapers, magazines or television stations, personal conversations with friends, acquaintances, colleagues or relatives, personal discussions with experts, participation in information events); political interest: Interest in defence policy, cultural policy, foreign policy, domestic policy and health policy; left-right self-classification; party affiliation; attitude towards women´s employment (scale gender roles). Demography: sex; age (year of birth); educational attainment; additional vocational training; employment status; occupational status; marital status; denomination; net household income; household size; number of persons aged 16 and over in the household. Additionally coded: Respondent ID; survey split (random, quota); quota: sex, age and education; city size; federal state; day of the interview; interview duration; interview date (day, month); weighting factors.Seit 1996 führt das Zentrum für Militärgeschichte und Sozialwissenschaften der Bundeswehr (ZMSBw) im Auftrag des Bundesministeriums für Verteidigung eine repräsentative Umfrage unter der deutschen Bevölkerung zu verteidigungs- und sicherheitspolitischen Themen durch. Im Jahr 2003 wurde diese Studie fortgesetzt. Dafür wurden im Zeitraum vom 21.10.2003 bis 17.11.2003 N = 2618 Personen zu verschiedenen Inhalten befragt. Gegenstand der vorliegenden Untersuchung waren Einstellungen zur Sicherheitslage und Sicherheitspolitik in Deutschland, Einstellungen zur Bundeswehr, zum Soldatenberuf und Bewerberpotenzial, äußerem Erscheinungsbild der Soldaten, militärischen Zusammenarbeit in Europa und zum Persönlichkeitsprofil.1. Sicherheits- und Bedrohungswahrnehmung: persönliches Sicherheitsgefühl; Gefühl der Bedrohung durch: Umweltzerstörung, Gewalt durch andere Menschen, Armut, Kriminalität, Arbeitslosigkeit, Kriege oder militärische Konflikte in der Welt, Rechtsextremismus, neue Technologien (z.B. Gentechnik), Krankheiten (z.B. AIDS), Nuklearwaffen, Linksextremismus, militärische Bedrohung Deutschlands, mangelnder Datenschutz, Überfremdung, internationaler Terrorismus, religiöser Fundamentalismus, unzureichende finanzielle Absicherung bei Arbeitslosigkeit, im Alter bzw. im Krankheitsfall; Zustimmung zu verschiedenen Maßnahmen zum Schutz vor Terrorismus (z.B. mehr Polizisten in der Öffentlichkeit, Videoüberwachung von öffentlichen Plätzen und Gebäuden, etc.). 2. Sicherheitspolitische Einstellungen: Rolle Deutschlands in der Welt: Präferenz für eine eher aktive vs. eher passive internationale Politik Deutschlands; befürwortete bzw. abgelehnte Maßnahmen für internationales Handeln Deutschlands (z.B. Hilfe mit Nahrungsmitteln und Medikamenten, Hilfen finanzieller und wirtschaftlicher Art, technische Hilfe durch zivile Organisationen, friedenssichernder Einsatz der Bundeswehr im Rahmen einer UN-Mission, etc.); Gründe, warum sich Deutschland aus Problemen, Krisen und Konflikten anderer möglichst heraushalten sollte; Erwartungen an die Streitkräfte und deren Rolle in der Gesellschaft (Gefühle der Hochachtung, der inneren Verbundenheit, der Dankbarkeit für die Streitkräfte, normaler Bestandteil der Gesellschaft, etc.). 3. Wahrnehmung und Bewertung der Bundeswehr: Häufigkeit der Wahrnehmung der Bundeswehr bei folgenden Gelegenheiten: im Alltag, auf Bahnhöfen und in Zügen, bei öffentlichen Veranstaltungen, Gesprächen in der Familie, mit Verwandten, Freunden oder Kollegen, bei Sendungen im Fernsehen, im Radio, Beiträgen im Internet und Berichten in Zeitungen und Zeitschriften; persönlicher Eindruck von der Bundeswehr bei den jeweiligen Gelegenheiten; Selbsteinschätzung der Informiertheit über die Aufgabenbereiche und Einsätze der Bundeswehr (Katastrophenhilfe im Inland, Einsätze der Such- und Rettungsdienste, Bewachung von Einrichtungen der NATO-Partner in Deutschland, Erfüllung von Protokollaufgaben, Katastrophenhilfe im Ausland, Einsätze zur Entwicklungshilfe im Ausland, Teilnahme an friedenserhaltenden militärische Missionen im Ausland z.B. SFOR im ehemaligen Jugoslawien, Beteiligung an Operationen gegen den internationalen Terrorismus z.B. Enduring Freedom im Roten Meer und im Golf von Aden, Beteiligung an Operationen zur Stabilisierung Afghanistans, ISAF); Beurteilung der vorgenannten Einsätze der Bundeswehr; Zustimmung zu verschiedenen Aussagen zur Bundeswehr (Gefühl der Hochachtung, der inneren Verbundenheit, der Dankbarkeit für die Bundeswehr, Bundeswehr ist normaler Bestandteil der Gesellschaft geworden, aus der Gesellschaft nicht mehr wegzudenken, selbstverständlich, dass Deutschland eigene Streitkräfte hat, verkörpert zentrale Werte unserer Gesellschaft wie Freiheit oder Gerechtigkeit, trägt zum Schutz unserer Werteordnung bei, Auslandseinsätze der Bundeswehr dienen der Wiederherstellung der Menschenrechte in den Einsatzgebieten, Existenz der Bundeswehr entspricht den Vorgaben des Grundgesetzes, über wichtige verteidigungspolitische Fragen wird im Parlament debattiert und abgestimmt, Einsätze der Bundeswehr im Ausland erfolgen gemäß internationaler Verträge bzw. entsprechender Bündnisverpflichtungen); positive oder negative Einstellung zur Bundeswehr; Aktivitäten bzw. vorstellbare Aktivitäten bei positiver Einstellung zur Bundeswehr: Wunsch eines Familienangehörigen bestärken, der Soldat bei der Bundeswehr werden möchte, Partei wählen, die der Bundeswehr wohlwollend gegenübersteht, Teilnahme an einer Unterschriftensammlung mit positiven Äußerungen zur Bundeswehr, widersprechen, wenn jemand schlecht über die Bundeswehr redet, Teilnahme an einer Kundgebung, bei der man sich wohlwollend zur Bundeswehr äußert, einem Angehörigen der Bundeswehr die eigene positive Meinung zur Bundeswehr sagen, Teilnahme an öffentlichen Veranstaltungen der Bundeswehr); Aktivitäten bzw. vorstellbare Aktivitäten bei negativer Einstellung zur Bundeswehr: einem Familienangehörigen oder Freund, der Soldat bei der Bundeswehr werden möchte, von seinem Wunsch abraten, Partei wählen, die der Bundeswehr ablehnend gegenübersteht, Teilnahme an einer Unterschriftensammlung bei der man sich gegen die Bundeswehr richtet, widersprechen, wenn jemand gut über die Bundeswehr redet, Teilnahme an einer Demonstration, bei der gegen die Bundeswehr protestiert wird, einen Angehörigen der Bundeswehr mit der eigenen kritischen Meinung zur Bundeswehr konfrontieren, gegen eine öffentliche Veranstaltung der Bundeswehr protestieren). 4. Aufgaben der Bundeswehr: Präferenzen im Hinblick auf die Aufgaben der Bundeswehr (Katastrophenhilfe im Inland, Einsätze des Such- und Rettungsdienstes innerhalb Deutschlands, Aufgaben im Bereich des Umweltschutzes in Deutschland, Verteidigung bei einem Angriff auf Deutschland, Einsätze zum militärischen Schutz vor den Gefahren des internationalen Terrorismus in Deutschland, Erfüllung von Protokollaufgaben z.B. zur militärischen Ehrung von Staatsgästen, militärische Sicherung der Landesgrenzen z.B. gegen illegale Einwanderer, Bewachung von Einrichtungen der NATO-Partner in Deutschland, Katastrophenhilfe im Ausland z.B. bei Erdbeben, Einsätze zur Entwicklungshilfe im Ausland, Einsätze zum Aufbau von Flüchtlingslagern im Ausland, Teilnahme an friedenserhaltenden militärischen Missionen im Ausland , z.B. SFOR im ehemaligen Jugoslawien, Beteiligung an Operationen gegen den internationalen Terrorismus, wie z.B. Enduring Freedom im Roten Meer und im Golf von Aden, Hilfe für NATO-Partner im Falle eines Angriffs, Beteiligung an Operationen zur Stabilisierung Afghanistans, ISAF, in keinem Fall); Meinung zur Erhöhung der Verteidigungsausgaben; Meinung zu einer Erhöhung der Zahl der Bundeswehrsoldaten. 5. Meinungen zur Pflege militärischer Traditionen: Meinung zu Tradition allgemein; Befürwortung verschiedener Formen der militärischen Traditionspflege (im Ganzen betrachtet, als Pflege militärischen Brauchtums, als Würdigung der militärischen Vergangenheit, als Gemeinschaftsgefühl militärischer Einheiten, als Bewusstsein verteidigungswürdiger Werte, als Unterordnung des Soldaten, als Darstellung des Ranges der Bundeswehr in der Gesellschaft, als Ausübung der Tugenden der Tapferkeit, der Kameradschaft usw., als Weitergabe militärischen Könnens); Meinung zur Pflege militärischer Traditionen in der Bundeswehr: moderne Waffensysteme und das veränderte Berufsbild des Soldaten haben Traditionspflege überflüssig gemacht, Traditionspflege auch für moderne Armeen wichtig zur Vermittlung von militärischem Wissen und militärischen Tugenden, Rolle des Militärs während des Nationalsozialismus, macht es unmöglich, militärische Traditionslinien fortzuführen, weil Deutschland eine besondere historische Verantwortung trägt, muss die Bundeswehr neue militärische Traditionen entwickeln und pflegen können, in Anbetracht der Leistungen der Bundeswehr für das Land ist Traditionspflege in der Öffentlichkeit ganz normal); persönliche Bedeutung verschiedener Eigenschaften (z.B.
